Impact of Water Jet (need some help)

Can someone explain the graph of the load over the Applied force (Fy) and the deviations? How the experimental data deviates from the theoretical values.. Water jet works according to Newton's second law right? Which means the applied force is equal to the rate of momentum.
And I thought I've already 'abide' by the rules of signature.
