Welcome to Gendou.com Cryptography Challenge #44!

The goal of this game is to decode the secret message below:

the message would show up in the applet if we did the right thing right
or are we supposed to decrypt that? erk.. sorry if my question seems too much

Once you do what is asked in hint 1, the secret message will show up in the applet.

I know what to do here but until I find a capable IT, I'll pass this time. My IT just can't handle it. XD Not saying what IT is. :D

And and, are we supposed to play with the applet? Or just solve the puzzle found in the applet?

Looks like I found IT. My usual IT wouldn't work, so I used the other IT.

Aha, looks liek dainex found the IT that can do that.

Sadly, I STILL can't find a good IT. XD Some ITs just wouldn't do. Gawd, it's been three months, maybe I'm just lazy... LOL.

Then use your computer to go to the correct time and place.

Once you've told your computer to be there and then, view this page, and you'll see the plain-text message.
The Java applet gets the decryption key from your operating system's date and time zone settings.
It's easy as heck if you have a Mac, but apparently not possible under Windows due to the 1980 limit.
