Non-action war anime and novel-like anime.

Are there any others like Pumpkin Scissors or Allison to Lillia? Like, the anime with about that level of scientific advancement, war and peace-centered. And by novel-like anime, I mean, aside those two stated above, something like Monster and Master Keaton. Oh, I also know of Sisters of Welber and Good Witch of the West, but they were relatively boring. Though of different age and settings, there was also Saiunkoku Monogatari, but that one was a real crap to watch.

If you want science, the anime that pops up in my mind is Toaru Majutsu no Index.

No, I don't want science. Though I've watched Toaru. And it was pretty good. But it has absolutely nothing to do with what I said :)

Koukaku no regios is an anime that is light-novel and also deals with monsters and advance technology and fighting.

Still not what I meant. Regios is an action anime after all. No politics, peace talks and such. Well, almost none. Okay, let's say it other way:
Pumpkin Scissors, Allison to Lillia, Monster, Master Keaton, Sisters of Welber, Good Witch of the West. They all somehow resemble those classic books like Frankenstein, The Invisible Man and such. And aside from Monster and Keaton they are what I'd call non-action war anime. And, again aside from Monster and Keaton they all happen at pretty same age period. Similar to steampunk probably, but not that either, somewhere around 1940 or so. Those propeller fighter jets, old tanks, steam trains. Actually, I think D.Gray-man also happens around the same period, but that's an action anime.
